Irrigation and fertilizer: deviations from Pigovian taxation.

Summary This paper examines the issue of irrigation water and fertilizer taxation. We use the multi-action model developed by Holmström and Milgrom. Optimal taxation policies are defined, which may differ from Pigovian taxations.
