The attractiveness of financial centres is a significant issue for both public authorities seeking to attract businesses and for the businesses themselves, which require a favourable ecosystem and easier access to financing. To meet these needs, the ILB in Paris and the CFS in Frankfurt have developed an innovative tool called OFEX: Open Financial Ecosystem indeX. The second edition of this index, presented simultaneously in Paris and Frankfurt on Tuesday 28th January, is based on a scientifically robust, transparent, and replicable methodology. This new OFEX ranking encompasses 53 criteria identified from the most recent available data. Among the notable developments in this second edition, five new financial centres have been included in the OFEX ranking due to improved data availability: Abu Dhabi (United Arab Emirates), Athens (Greece), Bogota (Colombia), Manama (Bahrain), and Vilnius (Lithuania). Furthermore, while the top three remain unchanged with New York, Chicago, and London, shifts have occurred within the top 10, with Tokyo declining, Paris and Frankfurt progressing, and the entry of two Chinese financial hubs: Shanghai and Shenzhen.
